The 'true' offline navigation app Here maps has released their beta app to available to all android devices above 4.1 JellyBean. Nokia's Here Maps was early available only to Nokia Lumia devices and Samsung devices. Now they officially made it available to all Android 4.1+ devices to experience their great offline capabilities.
Earlier, the leaked apk which was available only for Samsung Galaxy devices, made to work on all android phones. Now it's official and you can get official Here Maps Beta apk

You have to sideload it and install from a file manager and thats it! True offline now in your Android too...
